I am running into an issue with newer trainers (say July 2017 and later) where the trainer will open, ask to get administrator permission and load the CH splash screen. There I will see that the website is offline, and Offline Mode takes over with my offline key. The splash goes away but the trainer never loads.
I do not use an A/V on my computer, and the most recent trainer I have had an issue with this is the Factorio 15.35+ trainer but I have also encountered the same issue with the Fallout Shelter and X Rebirth trainers that I have downloaded in July.
Any suggestions would be appreciated.

Windows 10 Build 15063 (64-bit)
I have checked my .Net installations and VC++, both of which are versions above what is required according to the trainer readme.

Then you are using Windows Defender + SmartScreen + Windows firewall.
Every trainer marked as 'Trainer Manager Compatible' temporarily creates files in the - Work - folder in this location here -> C:\Users\YourWindowsUserName\Cheathappens\
Make sure to create scan exclusions in Defender for the trainer exe file and this folder, also set SmartScreen to -Warn- instead -Block- (where applicable) and run the trainer with admin rights.

All of which I have tried. Windows Defender was completely deactivated before attempting to use any of the trainers.

All trainers you mentioned start as intended with the exclusions in place for Defender on Windows 10 Pro x64 with Defender + SmartScreen + firewall enabled.
But maybe you just have some other piece of software that is blocking the trainer. Could be online-banking software or add-ons, one-click tools, backup solution or even driver software for keyboard or mouse.

Hmmm, that is what I was afraid of.
One of my observations while Windows Defender was completely deactivated is that none of the affected trainers appear to be generating the tmp file that is supposed to show up (~mnn133.tmp). It's not that windows defender flag the file, it is that is seems to just never generate.

The tmp file you mention is created by some older trainers. Other trainers create a tmp file called - ~Cheathappens.tmp -, both located in the Windows tmp folder.
Some really old trainers don't even create a single tmp file.
