Belly drum will still reduce your health, Life Orb will not I believe.
If you want to use Clefable you also have the option of Toxic Orb + Facade (Swellow in general is the best Facade Pokemon, however Clefable won't take poison damage).

No i read on marrilands website that bellydrum doesnt reduce hp

Websites are occasionally wrong (Serebii says Quick Feet will double speed when it multiplies by 1.5).

You need to breed it from Poliwag on to a Marill then on to Clefairy.

I checked Marriland, it says:

Snorlax doesn't have enough speed for Belly Drum and its Defence is low (though it has high HP and Special Defence) so Curse is the better option.

If you want to get a fast powerful Pokemon easily, try something like this:
Ninjask @ Leichi Berry.
Adamant, 252 Speed, 252 Attack (the last 6 is dependant on your HP, make sure it is odd).
Swords Dance.
Substitute.
Baton Pass.
X - Scizor/ Protect.

The basic strategy is to use Substitute until you get the Leichi boost, if your opponent doesn't break the sub for what ever reason use Swords Dance to boost your attack even further.
Once the Leichi activates use Baton Pass to give all of the boosts you have gained to something with reasonable Attack, Speed and type coverage (Electivire and Medicham come to mind).

This version will give less speed however you'll have a greater chance to use Swords Dance:

Ninjask @ Focus Sash.
Adamant/ Jolly, 252 Attack, 252 Speed (last six dependant on HP, make sure it is odd).
Protect.
Swords Dance.
Baton Pass.
X - Scizor.

Basic strategy is Protect > Swords Dance > Protect > Baton Pass.
This will give one of your other Pokemon double Speed and Attack.
