Where can I find a Spell Merchant that has a "fortify skill" spell? I've looked in every town but I cannot find one but I know it exists. Please help me.

try the mages guild, will try to get more specific later, also try the Imperial City. there are a couple stores there that might have (can't remember names but will check.)
