After reading what was instructed and even adding the EAC override for steam I keep getting access denied when launching the game. I set the game offline as instructed firsthand before applying the EAC override. Is there a fix for this?

I'm getting a weird issue when attempting to use max HP/FP/Stam It lowers my hp/fp/stam significantly, and keeps lowing it, messing with the maximums over time. this was not occurring a few days ago, not sure what changed here.

Have you equipped any items that boost stats? Radahn's Great Rune does exactly what you described. Source: personal experience.

Remove all gear (any Greater Rune you may have equipped and activated using Rune Arc). Rest at a site of grace/ campfire. Open character stat screen. Note values. Activate each trainer option, one at a time. Notice a change? If you don't, disable cheats and add a piece of your gear back. Rinse, repeat, until you locate the culprit item/s.

I'm in the process of doing just this, troubleshooting what items cause this occur. So far, quite a few items have a bugged effect; not allow boosted HP, FP, or stamina beyond what a max level character could have.

What is this file that needs to be put into the folder along side the .exe for Elden Ring?

It is for disabling Easy Anti Cheat. If you want the trainer to work it needs to be used.

Where is it located? I can't seem to find it.

I'm having the exact same thing with a brand new astrologer. Nothing equipped but the default starting gear, not new game plus or anything.

Still, kudos to the team. They've been on top of this game like champions.

As am I. I went back to using 1.03 without the HF and it seems to be working.
