Todd Howard just confirmed during Bethesdas E3 stream. Always online, playable Solo or Multiplayer.

FOR ONE REASON fallout 76 and fallout 4 look basically the same, outside, I doute there will never be any vault management. I have played fallout 4 and if fallout 76 is gonna be doing the same stuff again well its all the same to me.

When you play the beta for the first time your instantly transferred to a server or what they call world 1. the beta did not have an option for a solo/private server. for now a trainer is not possible we will have to wait for release of the game to find out if its possible.

My feelings exactly. CheatHappens has unknowingly influenced my purchase of dozens of games. Even if I'm on the fence and not really interested in a game, if CH has a trainer for it, I might buy it.
