I finally figure out how to add perks.

    1) Use "help [name of perk] 4" to find perk ID.
    2) Use player.addperk [ID] to add.

    Example:
You want to add the perk Augmented Flames (which has 2 levels). First, use "help augmented 4" and find that lvl 1 Augmented Flames ID is 000581e7 and lvl 2 is 0010fcf8. Afterward, you just need to use player.addperk 000581e7 and player.addperk 0010fcf8. Enjoy.

yea works u get list of perks from 1 to 5 and need to type all variables dif names oh thats a lot of work, if double names like deepwounds doesnt work use wounds just and if code doesnt show after typing a code use all variables from 1 to 3 or 5 like 000a 000b 000c 000bab4 ( then you type the last 000bab4 it works )

found an easier way to get the reference code
before you enter the console bring up the perks tree, then open the console, by clicking on the perks tree whilst the console is open it displays the perk code, hope this helps.

---- nevermind the code doesnt seem to change between perks so this doesnt work sorry my bad
