It is plain text. Mod at your own risk though and make archives first. So far I haven't had any troubles.
Can mod a large amount of aspects in that file. Since I like city nabbing, I reduced the amount of unhappiness from annexing cities and increased the amount of happiness per extra luxury.

Thanks a million for that post. I have been looking through these xml files for days trying to find these things. In fact, I think I even went through this specific file... must have overlooked it. After going through so many of these you start to skim more than comb through.

Do you know if there is a field in which you can modify the size of the cities? There is a initial limit range equal to 6 in all cities, though they can grow later, but slowly.

Np mate. I just hope it doesn't break anyone's game.
That tweak + the infinite move on the trainer means that if you're really careful to avoid ruins that do equipment upgrades,or get owned by enemy combatants you can conquer all accessible city states and npc players before they even found their city.
Before when I tried to do that I made people more unhappy than george w. bush. I actually deleted my very productive egyptian game for a very similar reason.
@shostakk There are entries that are likely to affect that in the region of the file I specified. Same section to be exact.

there are a wealth of xml files in the directory C:\*\Steam\steamapps\common\sid meier's civilization v\Assets\Gameplay\XML
I hope that helps. But I would be wary of using that, because it will likely affect npc's too.
