If you save it for Cerb, you have no control over what he does with it. I dont think he would use it against humanity, but he would def make a stand against the council, or anyone else that stood in his way...IF and when the reapers are defeated..or at least convinced to go somewhere else and obliterate something else.
If you blow it up, you loose a powerful resource that only cerb could touch, so far they are the only ones with the IFF codes. It might have a great and far reaching effect in ME3 though, all of that tech is from reapers..and whats left of the protheans/collectors.
ME2 is a lot darker than the original, the "choices" are more for your crew than the actual storyline push of the reapers but that was the point. i just dont see ME2 having a great amount of change on ME3..except for the base choice. Nothing like the Thorian or Rachni(sp) choices in ME1 thats for sure.
edit: uh my bad, i forgot about the whole geth/machine choice where you blow up the base or change the virus to stop the reaper worshiping faction. prob a few others in there ive forgotten. what, i get lost in the pixels ..forget what im doing i..mmm sleep.

There were a few characters which I didn't like so much so I decided to not do their loyalty quests and take them out of the game for ME3.
-I sent Jacob through the tube (he ate a rocket)
-I sent Zaeed back with the crew (he died while allowing the crew to escape)
-I took Miranda (she is a bad choice, it will lead to 1 death) to create the bionic field and got Grunt killed while Miranda's shield failed.
-I left Mordin (while loyal) with the defenders, he also didn't make it.
So now I'm left with a squad that I'm happy with.
I did the same thing, but my reasoning is a little different. We had the power handed to up in the way of the Mass Effect Relay, and that nearly wiped out the galaxy, like it did before. Anything dealing with the Reapers has resulted in more trouble than it's worth. I'd rather deal with the stuff I know won't screw me over than the iffy stuff.
it would be interesting to see what happens in ME3 if we keep the collector base intact and sour our terms with the illusive man in the end

* Priority support with any problem
