Yes that is it. You need 7900 or better. If you use support with 7900 with 256 MB they will answer that you need 512 MB VRAM or more. But it's still problem of whole RAM you just don't have enough of it. As i saw/readed that problem with alt-tabbing comes just with GeForce 7, so it may be problem with drivers like at start with whole textures.
@ReadyBoost it don't realy give you any vantage, because most Sticks which you use are to slow to use them as extra RAM.
Second problem of that kind of usage is, that USB runs over southbridge and have longer latence to comunicate with CPU. Worstest case is that ReadyBoost will break your system and not accelerate.

I have a 7900GT 256MB, 4GB DDR2 (3.5 in XP) and I still have that alt-tabbing issue, with driver -180.84-.

Maybe try allocating more VRAM to the game through the "-availablevidmem 2.0" (or 3.0, 4.0, etc.) commandline trick?
