I know where its at southwest of Washington Memorial and I have it set to a marker, but the marker shows me going into the subway and doing more weird things.. Can I just swim across the water or an easier way?

I think you can,although you might encounter Mireluks in the water,Raiders on land and possibly a few mutants here and there.And not to mention the radiation per sec from the water.

Well I cant find a place to fast travel and then walk/swim. Right now im in grayDitch trying there but that isnt working

Yes

Travel to it,turn southeast and enter the water and travel south.Try to do this fast as raiders will be stationed on your left(facing south) and get to a small ruined port with a rusty shack on it called Willhem's Warf(or something like that).Next to the shack you should see a asphalt road.Follow that road past the sign saying "Anchorage War Memorial" and head straight south.You should see the crane from Citadel high above a half ruined bridge road.Watch out as there probably will be hostiles(Mutants,Mole Rats,Raiders).After you climb up this high plateau road you should directly see Citadel.

Also I forgot to mention after climbing this road you might have difficulties getting down from it as there is no straight road leading to Citadel(I am confident that you'll manage).After you get down from it you'll see a rusty metal bridge leading to the doorstep of Citadel.
