The helicopter tours are marked on your map. They are on the central island down on the bottom right-hand side. You can steal helicopters from there whenever you are not on a mission or a date. There's also a helicopter on a private pad at the top of the last island.
There are no boat tours that I am aware of.

yea i don't know of any boat tours either.
and the police helicopter cheat does not disable anything so you don't have to be afraid of using that. and it doesn't hurt you getting to 100%.
