You can either catch one in the dragon dens or just get enough coins to get a Dratini from the gambling hall in Golden Rod City and just raise it to level 30 to become Dragonair

Go to the dragons den behind clairs gym surf bhind the gym you should find the dragons den go to where you found the dragon fang and fish with a super rod

you dont need the super rod , just surf around in the dragons lair , a dratini wil apear catch that dratini and raise it to lv30 for a dragonair and then to lv50 or higher for a dragonite the best place to lv up your pokemon is in the whirlpool islands area the pokemon in that area are all at a high lv but they are not as tough as other pokemon , i raised all my pokemon there to about lv70 before i took on the pokemon league

The Pokemon league, as in the elite 4? If so, my highest pokemon was a Lvl 53 Typhlosion. I'm quite shocked that I beat him! lol =)
