There isn't any "best armour" as it all comes down to taste. It has no effect on gameplay other than your appearance. It may effect your visibility (other players seeing you), but I have yet to see a pattern in head shots or deaths when it comes to wearing the EVA vs Scout helmet or anything of that matter.
