it is in some leveled loot so depending on what level you are it will pop up randomly i would search in fort cedrian there is supposed to be an enchanted cuirass small chance of being in a quest related location

so yeah it is the best

amber armor is the light armor created by some orc smith in The Missing Pauldron in bliss, bring him amber and maybe a matrix to make it enchanted and he will make armor or weapons

in shivering isles for those who dont know

but besides the point, daedric is the best armor in oblivion core game

actually daedric is the best full set of armor other single armor peices are way etter but are only one peice
