In FireRed/LeafGreen, you can't get Groudon unless you trade it over from Ruby/Sapphire or Emerald.

You don't need the Master Ball to catch Mewtwo, no. You can use Ultra Balls, if he has stats problems and is low on health.

And you can buy an Action Replay at most gaming shops. Like an EBGames or Gamestop.
