im at the part when u have to steal the bust armand christophe hasnt come back ive already got the dunmer arresteds but cristohpe has been gone for a long time

Are you sure you met him at 12 o clock, also there is a bug at this bit so you may have to load a save from previousley...

yea every time i go to the place its always midnight but hes never there ive been back at least 9 times

I think it might be a but this happens sometimes you might have to reload from the point when you just took the bust, try this anyway Link

Wait. You stole the bust and now Armand isn't showing. Did I get it right? If I did it is because Lex is searching whole Waterfront for him. He shoud send Methredel and she will have a message from him. He said that Lex has a spy in the guild and that he knows who tthe spy is. He said her name(forgot it) and said that you shoud put the bust in her room. When you do this get Lex's disposition high enough that he beleves you that his spy stole the bust. WHen he checks her room he will be shocked and will pull out his troops.

Well in that case there must be something wrong with the game or even console, i don't see any other thing but that.

Load an earlier save and do it again.
