The only thing i know is that Lugia learns AeroBlast, but it can't learn it when you catch it (Whirl Islands/Cianwood city) because it already knows some moves. When you catch Lugia mate with Ditto to get a lower level Lugia,so it can learn AeroBlast Hope i helped

lol Lugia doesn't have any gender. So mating it with ditto will produce nothing except gaining some levels. And Aeroblast move only can be learn when you play Silver/Gold(either one or both).
