If that's so, I can tell you where he is and a little bit more. First, you need to have your yoshi active in your party. Go to the east side to the bridge which is near the Trouble Center. Get on your yoshi then, go to the right of the before going into the water and hover over to the other side where there are boxes. Climb the boxes then head left on your yoshi and hover again. You should see a chimney which is sorta square. Turn into a tube and go into it. You should land right in the fireplace of Admiral Bobbery's house. Here's the little bit more part, you go talk to him seeing if he can be at the helm of flavio's ship. He'll say no and won't tell you why. Then, when he says "Get Out!!", go out and your party member says that you should try to find someone who knows Bobbery"s story. That person is the tavern owner, go to the tavern and talk to him. He'll tell you Bobbery's story, when he's done he'll will give you a letter to give to Bobbery. Then, go back to Bobbery and give him the letter. He'll be shocked and will read a little bit in front of you before retreating to his room. (By now you already know who the letter is from, I will not spoil it.) Then, he'll come and say (basically) he's ready to go. He will go to the dock first to inspect Flavio's ship, then, when he leaves you can eiether stock up or go to the dock and make your way to Keelhaul Key and the next Crystal Star.
