    Does anybody know how to create naval units which has successfully worked????

    Yes, you have to give them to an existing admiral like this…

    create_unit “Admiral Robin” “carrack” 1 9 3 3

    keep doing that until “Admiral Robin” is full, then split your navy and you will have another admiral to add ships to.

    Oh! , and don't use a capital "C" for carrack. Keep it small
