So if i get a gameshark for the gameboy sp does it have cheats and work with gameboy color games?

Gameshark codes works on PC, with the emulators of the GameBoy.That means that if you play pokemon in your PC via an emulator then you can use these codes, otherwise if you play pokemon in your GameBoy then you can't. Hope i helped
