LISTEN UP!! I found it off a website!!!

Press select it will take you to the goal screen. If you press and hold the L, R and Square button you will see the screen flash a few times. Let go after 30 seconds. You will now have all attributes maxed. However, as previously stated it is not advised that you use this early in the game, since the game will still continue to upgrade your attributes based on goals completed.
The Cheat Perk
The Hanratty Reed Sims 2 PSP Cheat will do the following:

Build Up All Skills
Reset Urgencies
Gain 1000 Simoleons
Refill Sanity
Press select and go to the inventory screen, hit the right trigger till you get there (the Perks section). Once there and everything loads hold down the L and R trigger while also holding down the Square button. You will see the Cheat Perk a small Blue Heart icon with a grin the same icon as 'woohoo.' Press X to activate it and then you can press O to use it, just like any perk.

It says, “This perk is only for dirty cheaters and ninjas.” Purchase it for 0 simeoleons. You will see the word Activate. Press X to activate it. This perk allows you to: Build up all your skills, Reset urgencies, Gain 1000 simeoleons and refill Sanity.

As with the first code this should be used later in the game and both codes have been verified to work. Although you may need to go back into the inventory screen and make sure you have it activated.

Note: at times when the cheat perk used the 1000 simeoleons will show up in the inventory screen a few minutes after using the cheat. It also will boost all attributes and won’t affect the way the game is played.

[B] If you didn't understand that then here's the "cliff notes" Go to the "buy perks" section hold L+R+ Square Then you'll see the woohoo smiley that you can purchase for 0 bucks. Buty it and use it and it will efill everythings and build up your skills!! Vwala!

I've tried that cheat several timez and it doesn't work.

You have go to 'Buy Perks" adn follow the directions above. I might not post anynore because I beat the game and got tired of it...

You have to go the buy perks section then pres and hold R,L, and square for a few seconds.Then an icon appears.Then hold R,L,and square again until the border around the icon apears green then buy it.It's free.Then wen u buy it,exit the section then go bak 2 gameplay and look through your perks 4 the woohoo icon(the heart type 1) then press o on it then press o again if u need 2.Then hit activate,then a menu of cheats comes up,then hit x on any 1,including the money cheat.The money cheat can be used more than once.You can hit x constantly on it and it will give you more money.After you selected your cheats(they won't lite up) hit activate then hit triangle. I have personally used this cheat many times and give it my recommendation 2 use.I'm not responsible if anything happens.If it looks like it freezed on u but u can c ur sim moving and no buttons want to work,turn off the system then bak on again.Don't take out the disc or anything,just turn it off then on again and it should work.

I think the treasure chest you are talking about is behind the lady vendor in Dead Tree...on the grass.
