Theres a dude in a house, north of Cerulean City in Kanto, and hes got all the stones, you talk to him and bring him the pokemon he describes, and he'll give you the element stone for that one. Also there are peoples phone numbers you can get but i dont know whos.

depends on him

by giving them extra things(calcium,carbos etc) , upgrade their level and always carry em with u

I got a better way. You went back to your house and talk to your mom then she said want to save daylight saving time ?? You say yes rapidly and someone will call you... ^^
