You get fly from the lady outside the gym on Cianwood island, she's the leaders wife and thinks hes chubby, so rewards you for beating him with Fly. And to get past the rage candy guy you have to beat the gym leader Price, and beat team rocket in the radio tower. And to get across the ice, go look at the pokemon Crystal Walkthrough on this site, it has instructions there, but i cant remember them, lol hope this helps
