After you fix the problem at the power plant ask one of the old looking guys doing nothing at the radio station and as a gift he gives you the radio upgrade.

The old man in the Radio Tower says, "With that thing, you can tune into the radio programs here in KANTO."
But I can't find the radio adjustment in my pokeGEAR and it's not showing up ANYWHERE in my inventory. I hope this isn't a bug because I've worked really hard to build up my team. I hope I don't have to restart. Any ideas would be useful.
