it has to do with where the statue is pointing. it moves to point various places.

that's the one in the heroes' guild. i think he meant the one outside, near the boast platform. the one with no face.

yeah. apparently at some point that statue points to the heroes' guild and then the face shows up, and will let your through with no further qualification. i've never found the patience to stand around and test this.
