I would say Super Rod because they can catch all the water pokemon that you are able to catch with a rod - depending on the location of course.

u can only catch it with a super rod they take ages to find lyke but they take longer 2 evolve cause u need 2 give it blue pokeblocks and i've not got any :@ anyway super rod is best

You can catch it with any rod, But it is proberly best to try with super rod, also try about 4 to 5 time in the same spot before you go on to the next spot.
GOOD LUCK
Ps: I was very lucky and got it on the second spot I tried.
