So with some digging with Cosmos, it seems that there are 2 values that have the tick count of time passed on the in game clock. There is also one that tracks boat movement separate from the in game clock, so check it right before you dock and after to make sure you are getting the correct value.
When you use an ability, or anything that has an animation, a cool down is set in the future for the internal tick clock to allow you to do it again. When you used the Noon Cheat, it set the game clock to Noon on Day 1 which is obviously in the past.
You can change these 2 values to sometime in the future, and update the game clock and it will fix the cool downs, but it appears to corrupt your game save and the game never loads. I changed it a bunch of different days, and it would fix the cool downs since that was after i used the noon cheat, but it always broke the loading of the save game, after i closed and re-opened the game. The locations change every time the game loads, but the values seem consistent

I am not super great with Cosmos so I am not sure if I am messing with the wrong values or if it is some kind of weird cheat detection, but I wanted to check anyway to see if it was an easy fix, and post my findings.
I also had a look in the save file, to see if I could figure out where the game is saving the cool down values, but I don't understand anything about the save file format.

I appreciate all the efforts, but the option is removed. Too much complaints with serious outcomes. I won't be going back to it. It was just a single address, and I have no idea how this would affect the saves? but I removed it

Since yesterday it is available from EPIC as well and no trainer seems to work with this version... Would be good to be able to submit a request for the trainer dev on this new platform.
To submit a request for a new distribution platform, please use our trainer requests system. Once at least 5 people request the same distribution, it will be available for funding. Please do NOT use the trainer option request system to request new platforms as they will be denied. Premium members at any level may request a new distribution as long as it’s done through the normal request system.
