wow, ive already found a 100% NG+ save, seems some people got early access to the game in december so had a lot longer to play the game, not allowed to post here obviously, but sure you can find it.
I think its people taking PS4 saves and making them to be used for the PC version.
That too; Whereas you can't load the save without the game crashing - NG+ is available, so you can have all the gear and the resources you've had on your playthrough.
And, since the PS4 saves are editable, there are ridiculous builds which you can start your adventure with.

The yggdrasil dews are considered resources too and they're not limited. Its actually designed so that if you really do keep NG++++++++++ looping over and over, your stats will ultimately get legitimately ridiculous.
Most stats, health being an exception, are capped. Endgame builds are highly depending on special effects on runes and armor pieces.
