On the Main Menu highlight the Story mode and press the following 2 buttons together for a few seconds: F1+Enter (you will hear some gibberish voice, when is done you can release the buttons) and choose any mode to see Roo unlocked.

Extra Note: Some people claim that the cheat is working but can't see Roo unlocked, that is because you HAVE to unlock all 12 Retro Characters first !!!
Also for Roo to stay unlocked you have to use him once in any game mode. Also you can use him in survival mode too, to unlock different super and star moves.

Thanks for the info, but I am having difficulties getting this to work. When I press those buttons I hear a voice sound and after is finishes when selecting any game mode, I cannot see Roo as a playable character. I have the DLC.

Thank you for the followup Amanpia. So after pressing F1 + Enter I heard the gibberish sound and this is what I see when I try to select a character from the character select screen: imgur.com/nzT27Es

I count a total of 12 retro characters but don’t see Roo as a playable character still.

Something must be missing, there is maybe other conditions that I don't know, or something on your end. There is only 1 way to confirm this. Please download my save, I have unlocked everything, if this doesn't work either , then is on your end the issue
