Once you find it, you can change it to something in the negatives to give you free points too. That will allow you to add points to the other skills without searching again. When you're done just change the negative address back to 4 and add one final point to max out that last skill.
I tried, i finished with using the skills points that i wanted it work, but at the end, the address/skill that i used to get the free points (with negative value) remains unusable even if i put a positive value or the exact value it had before being negative.

edit: found a way, need to put the exact value it had before being negative, and without change to another TAB, use the last point.
I was swiching the TAB to Resource for the number to show the value changed in cosmos, in the last step to put the negative skill to positive dont need to switch, just put in Cosmos the exacta value it had and use the last point.
Switching TAB caused the last point to be remove.

After you did the for example -999 (negative amount of skills) which gives you free skills over all of them.
Once you lvled them al up, the same value that you put in -999, put in +5 then since in this game its a 5lvl series.
It should work just fine.
Summary:
set value = -999 (999 skill points)
Unlock all skills (purchase them all)
set value = +5
thats it rlly
Ok, but how can i set negative or positive values?
find the value you need and use a ( - ) or ( + ) in front of it so:
any number under 0 = negative : example : -100
any number above 0 = positive : example: +5
