The Savegame link does not appear to be working atm. When you get a chance, could that be looked at?
Also, each trainer (Reach, Halo CE, Halo 2, etc.) comes with a mcclauncher.exe and instructions to be able to get achievements by replacing the original exe with this one. I was wondering if they are all the same mcclauncher.exe, or is there a different one for each trainer. So basically can I replace it with anyone of the exe files included with any trainer, or do I specifically need to replace the exe that comes with each trainer, when I play that specific game? (Hope that makes sense.)
On a side note, in REACH I get the fatal error many are getting, and no matter what, I can't get it to work.

All mcclauncher.exe are the same, just need one to replace the steam .exe
To get achiev's, you will need the Halo: The Master Chief Collection Trainer (Achievements Enabler). Believe it's number 11 on the list now.

On the Trainer page (www.cheathappens.com/71302-PC-Halo-The-Master-Chief-Collection-trainer), scroll all the way down and there is a link to a PC Savegame (attached screenshot). The link does not download anything, I got a 404 error.

Downloads fine for me, it's either your browser or both cache and cookies need a cleaning. Plus add www.cheathappens.com to the browser's whitelist and/or security software.
