Well, crap. Apparently we're not getting that option then:
"Your request to have Edit Attributes during game added to Outer Worlds, The has been denied as falling outside our guidelines or not being possible due to the mechanics of the game engine or not having a savegame."

Anyone successful updating attributes with cosmos midgame? I tried fooling around with it, but no dice.
