theres a scamp in cladera- at some orc manor (gro bushuk or something like that). He has lots of money, and he will give you full value for skooma, shein, flin, matze and other alcholol/drug type items. he wont buy moon sugar, but if you have an alchemy skill, theres a way to turn moon sugar into skooma, which is way more valuable.
