have the same issue, i have the steam premium with all the dlc content and playing gathering storm just then so it must be enabled.
but i get the same error

Your post does not mention that you need to start a new game with the expansion. Just that you need the expansion.

It's literally in the trainer, a sticky, a readme with the trainer, all over..
There's no way anyone can read the instructions IN THE TRAINER and not know they need to have the expansion and enabled

hi there . the trainer doesnt seems to work for me . im sadly another person with the same activation problems as many others before me with the same frustrating message .

i only have win defender as an av , plus i double checked i have the latest netcore and net framework installed and did run the game in dx11 admin mode and the trainer as well . i checked about 5 pages of this trainer post to see if there was a solution and many seems to have been there . so if anyone has an idea on how i could fix it id be gratefull . oh and yes i do have both major dlc's for civ 6 installed and activated from the additionnal content menu . i play on steam and have a 64bit windows 10 pro and the only thing i could think of is that ive chose to play with standard rules instead of the gathering storm ones .

Are you activating the trainer once you are in the game and can move around or at the main menu?
