Replaying FC5 after an long time, I would like to notify that the trainer version for game version 1.014 (Steam) still works for me running last actual v1.016 as well.

Did set Ubisoft Connect to Status Invincible. (Profile > Online Status > Invincible)
Did set Steam to Offline mode; which for me was not possible within the program; just would not do it.

Found 'loginusers.vdf' within Steam/Config installations folder and changed line
"WantsOfflineMode" "0" to "1"
You really want to do an backup of this file before you change it.

Initially, this did n o t work.
So, copied/inserted the
"WantsOfflineMode" "1"
below the "Timestamp" line (not deleting the other "WantsOfflineMode", but make sure, both are set to "1" and save the file)
Steam then restarted for me as well in Offline mode.
I did not need to unplug the connection to the internet; trainer/game worked correct (using 1,2,3,5,6)

Once you're done playing FC5, you should restore the original file to prevent all kind of problems within Steam thereafter. Have fun.
