The game locks the mouse cursor in some cases. Try alt tab or if that doesn't work use the overlay in a menu where the game allows moving the cursor.
I've found that it locks the cursor no matter what menu or screen I'm on, for this game. I've gotten used to Alt+Tab'ing to make my adjustments when needed, I just wasn't sure if there was a fix or not that I overlooked.
I had that issue w/ the overlay. I think disabling Steam in-game overlay might help, but by now I memorized the cheats I use 1-3 & 5 nothing else. This is one of the least complicated games, in terms of cheat options.
