Turn off smartscreen. Run as administrator.

I looked up on Google on how to turn it off, and it seems that my version of Windows 10 pro did not come with smartscreen option. Since there is no option to turn it off in the control panel or anything. I do run it as administrator and its the still the same thing.

I will be uninstalling AVG and see if that clears up the problem.

Okay, after I uninstalled AVG I could run the program and everything is fine. It was AVG that was preventing me. Is there anyway around this, I did everything from guide with AVG. But it this only happens when it uses the ~Mnn133.tmp files.

The workaround is to use either Windows Defender or some other AV.
