I am seeing this too. When I hit 1 for Infinite Health, it seems it gives it to me and to the npc's. And turning that option off has no effect. Everyone is still immortal.
Also, no damage on cars doesn't seem to work either. I haven't yet damaged one rendering it destroyed, but the game definately shows damage on cars.
That's because you used Numpad 8: No Fall damage.
If you read the notes it's say: "This will prevent you from dying from large falls and will also protect NPC and keep people from dying."
Is there a way to reset the vehicle data memory? I may have compromised my game by leaving on the no vehicle damage and now I can't blow up the garbage truck.
As stated above your comment, you might have forgotten the no fall damage that keep everything's good health?

Negative I don't use the no fall damage cheat. Infinite health works just as good for me.
I did a small experiment by throwing a grenade under a vehicle and watching the vehicle blow up. The next time I stole a vehicle got out and threw a grenade under it and it didn't take any damage. 😐
