Have you pushed your charakter with the add xp and give level options? The Level of the Orange Items are the level of the Missionlevel you have in the Main Story. That was in BL2 and i think it will be this in the Presequel
They were popping out of the jackpot machine at level 33 at the beginning of TVHM, so you're half right, but it doesn't seem to scale since they are still doing so half-way through the story now. Dunno, maybe it just updates really late. I'll check again after I finish the TVHM campaign.

It's your F skill, it gives it 0 cooldown, so you can just use it over and over, it's plenty fun

when i press 1,2 to freeze health and shield when i get in to a vehicle it show the health of the vehicle that its all most dead has anyone else bin having this problem.

Cause the address for health is the same, it locks vehicle health to the health amount you have outside of vehicle

I can't say I was as impressed with it as I was with BL2. But, it was fun.
