Speaking of browsers issues, Firefox has been having so really strange cache issues with some sites. It will begin to load relatively slowly and sometimes give up leaving half the page not loaded. The two most noticeable websites are Cheat Happens and Bing (yes I use Bing from time to time). Clearing the cache fixes it but it eventually comes back. No idea what's going on with Firefox.

Some more bugs that I've seen from daily use.

    1. Unable to install Samsung USB drivers. Receive an error in Korean that states OS is not supported.
    Severity: 3-Moderate
    Samsung to provide fix

    2. NOD32's HIPS module is not compatible with Windows 10. Lowers AV protection but core AV functionality still works.
    Severity: 2-Serious
    ESET to provide fix

    3. The desktop activity monitor occasionally fails to load properly causing a 0x133 (DPC_WATCHDOG_VIOLATION) stop error.
    Severity: 1-Critical
    Microsoft to provide fix

    4. Lexmark services occasionally reach the maximum 30000ms timeout period causing service failure. No known side effects other than printer issues when this event happens exist.
    Severity: 4-Minor
    Lexmark to provide fix.

    5. Explorer.exe occasionally crashes when existing hardware accelerated video files (Flash or other source). Some crashes are recoverable while others require a system reboot.
    Severity: 1-Critical
    Microsoft to provide fix.

    6. Notification Center does not remember where program exe's are. Prompts for user to locate them when clicked on.
    Severity: 4-Minor
    Microsoft to provide fix.

You are right except for the motivation. Remember there was windows 95 and windows 98. There was not a lot of difference between the two (fixed a few typos and slapped a new cover on it. Kind of like the textbook industry's excuse for making new editions.) The (version.startswith("Windows 9" was so that the software would be compatible with both OS.

A fix for this has been released under update ID KB3020111. Will determine success after 3-5 days of measuring stability.
