Be in a game screen where the editor can read the number and it matches to what is says on the editor portion of the trainer (?? means it has not found or read the game value), type a new value then TAB key to move to next line and you should see the change in game.

It's showing up as 999.00 at the start of a mission

Then just type in a new desired number you want and press the TAB key to register the change and look in game and the number should match.

I've tried it but the value in-game doesn't change and when I look back at the trainer it's set back to 999.00

Looks like it got a game update today, maybe the trainer needs one as well.

EDIT: Conflict with a MOD. Despite the MOD not being active it was stopping the pop cap from being adjusted. When uninstalled the MOD the pop cap was adjustable.

Ist the "max units" and "max units cap" supposed to be the population cap? because that's what it's called ingame and it doesn't seem to work at all in campaign mode.

No mods installed, game version 4.023915.0
Or are the DLCs considered "mods"?
