    How do I get the "real" ID of NPCs? I open the console, target an NPC, and it shows what I thought is that NPCs ID but the console keep saying "compile script not saved."

    Use the help. Use quotes for the whole name.

    help "NPC NAME" 0

    What if they aren't named NPCs? Some are named Bandit Outlaw or something generic.

    In that case, you're out of luck. You can spawn 10 of the same ID# and they'll all be different.

    You can't change the draw speed itself as mentioned, but
    you can modify how much time slows down when using aim:

    player.setav BowSpeedBonus #

    where a value of 0.5 is 50% slower, i.e. as the perks do
    set it to 0 to freeze time entirely while aiming
