You cannot buy outfits... You can only do missions that unlock the outfit... Like the challenges... If you get to rank 10 in all of the challenges you will get the Legend of the West outfit... Or you can finish the game and download a saved-game with all the guns and outfits... It works...
If anyone has a 100% completion saved-game or knows how to get the golden guns please tell me

I thought you could buy them from tailors around town. If you want to increase your fame and money faster. lasso wanted men and hog tie them to take them alive also works on the outlaws on the run you run across as the game progresses

The golden guns is a exclusive DLC, you can't "get" them if you don't own the DLC. And you can buy outfits scraps and the bandana at Thieves Landing. but you can't buy the outfits however.
