have you tryed placing the modded files in the CoH directory, and running the game with the target bo as( post mine as example)
"C:\Program Files\THQ\Company of Heroes\RelicCOH.exe"
change to "C:\Program Files\THQ\Company of Heroes\RelicCOH.exe" *mod name*
(not inc stars) - used to work on CoH, dont know if it still does

Just to clarify, that example is for XP. Essentially its the same procedure on Vista with a slight variation.
For Vista(64-bit): Change the shortcut's target from this: (everything between the " * " ) * "C:\Program Files (x86)\THQ\Company of Heroes\RelicCOH.exe" *
to this: * "C:\Program Files (x86)\THQ\Company of Heroes\RelicCOH.exe" -mod xxxxxxxx -dev *
(Replacing "xxxxxxxx" with whatever the mod's ".module" file is named.)
The "-dev" at the end may be required
For older CoH versions, the "-mod" may need to be "-modname"
For the Ewiger Krieg mod it would be: "C:\Program Files (x86)\THQ\Company of Heroes\RelicCOH.exe" -mod Ewiger_Krieg -dev
Note As of the latest patch 2.502, there could be more than one ".module" file in the "C:\Program Files (x86)\THQ\Company of Heroes" folder. If there is more than one, I would use the "xxxxxxxx.module" file, rather than one of the: "xxxxxxxx DLC(1,2,3).module" files

shortcut to the game?
find your CoH directory, ill example mine
C:\Program Files\THQ\Company of Heroes
find the .exe file with an image of CoH logo this is wrote to right of it on mine
RelicCOH RelicCOH THQ Canada Inc
right click, create shortcut, drag to desktop.

Alternatively;
1. Right click on the "RelicCOH.exe" file in the "Company of Heroes" directory
2. Go to "Send To", and select "Desktop(create shortcut)"
This will create a shortcut to the Company of Heroes ".exe" file on your desktop.
The shortcut will have the "C of H" icon, and will be labeled: "RelicCOH.exe - Shortcut"
3. Right click the "RelicCOH.exe - Shortcut" icon located on your desktop, select "Properties"
4. Edit the "Target:" text field as previously mentioned

If you are updating RC_Realism from a version pre v2.1.0, use the following directions:
Delete any previous versions of this mod by deleting the RC_Realism folder; RC_Realism.module; RC_Realism.English.ucs. The first two are found in C:\Program Files\THQ\Company of Heroes. The last one is found in C:\Program Files\THQ\Company of Heroes\COH\Engine\Locale\English. Run the two installers.

Uninstall the old version using the Windows Add/Remove Programs found under Control Panel. Run the two installers.

Run the two installers.
---------- Upon finishing the second installation (RC_Realism vx.x.x and RC_Realism vx.x.x UCS) for all of the above methods, do the following:
Copy the CoH shortcut on your desktop. Rename the shortcut RC_Realism. Right click the shortcut and go to properties.
Copy paste the following under target (32 bit OS): "C:\Program Files\THQ\Company of Heroes\RelicCOH.exe" -mod RC_Realism -dev
Copy paste the following under target (64 bit OS): "C:\Program Files (x86)\THQ\Company of Heroes\RelicCOH.exe" -mod RC_Realism -dev
