Thanks for the quick reply but when I right click > Properties I dont get that same window. I think it's because its a shortcut rather than an installed game under steam.

Open STEAM, then right click on the game you want.

Got it to work. For others who have this problem, and would rather launch the game without Steam: create a shortcut of DOW2.exe, right click on the shortcut > Properties > ADD "-dev" (without the quotes) in the "Target" box.
Should be good to go.
