I'd say half complete.

They provide 300 planes, but you only get to fly 72.

I mean, wtf!?

I'm still looking for a working mod that unlocks them all.

Get the 1946 edition and there are 256 flyable planes out of 347 in game.

Nevertheless, it is by far the most complete.

Look at all of the great sims from Janes and EA back in the 90s. They were great. Except they only modeled one or two or a half dozen planes or helicopters and nothing else.
