Teach Empoleon otgher moves other then all water attacks. I'd say keep Surf and Hydro Pump, but replace Bubblebeam and Waterfall.

Weak. Most bug types are. A strong flying type like Gyarados has a double weakness to electricity and makes choosing flying types very hard.

Ok, with the exception of Heracross, most Bug types are weak.
