You can try make a custom battle and see if the units are available in the list. Have a look to see if the USA have the USS Constitution and that alone will tell you the mod has worked. Or if you don't have the special forces edition - look for HMS Victory.
just know the constitution was available early on with the unlocker and its not showing up, playing the USA this time.

i see looking at the total war forums that it seems a ton of people's units are entirely gone also. so the game is apparently broke period lol.
The units, once purchased are always associated with your Steam account, so they're yours and you dont have to rebuy them. There's just a temporary glitch in the Steam client preventing you from accessing them. Hopefully we'll have this sorted shortly.
so steam broke then, but i am wondering if all your dlc units are going to be hosted by steam now and your game has to check their servers to see what dlc you have and pre order etc?
or if they are just saying what you bought is on your account so you won't lose anything. if thats the case the latest 1.3 patch they broke it or something.

The 1.3 patch contains all the data needed for the 14 extra units and the DLC contains the data needed for additional 14 "Elite Units of the West".
Once you purchase/download the DLC, you will forever have access to those units that you have purchased and downloaded. For instance, I don't need to have online Steam access to play with my SF units that I bought for $20 extra since my account has been verified and has recieved approval to access the special units. The same deal should go with the DLC and 1.3 units. Once you have purchased the DLC, and Steam has verified it, you will not have to log into Steam each and every time in online mode to have access to those new units. They will be sitting and waiting in your hard drive, ready to unleash hell.
Having said that, going to the 2nd part of your statement, it appears that hte Steam CLIENT update has done something bad to the ETW game itself. Not sure how or why but it has removed all special units from the game apparently. Thus, those that purchased the DLC AND those that purchased the SF edition from retail (not the unit unlocker), will currently not be able to access those units thanks to the error in the Steam client update. We'll have to wait for a hotfix to regain access to all 23 possible units. (6 SF, 14 DLC, and the 1-3 Pre-Order units you may have. As far as I know, the 14 units that came with the 1.3 patch are currently playable)
