i reallly need some help here i am stumped i am trying to get loppuny i got a lvl99 buneary shiny but guestion how d i raise its hapiness?

even i swith my team with non-dragon types i can teach them dragon attack?

You can raise a Pokemon's happiness by walking with it, battling with it, give it items, give it massages etc.

Make sure it isn't holding an Everstone otherwise it won't evolve.

Teaching a dragon type move to a non dragon Pokemon is fine as long as you don't hack the move on to it.

Several people in the game can give one of your Pokemon (the first one in your party) a massage a day.
The best one is in the poke club resort (you need a Pokemon with at least 10 ribbons to get in).

I also suggest saving before you try to level it up as it won't be able to evolve if it is already level 100.

Don't forget you'll still need four Dragon Pokemon for your Gym so you won't be able to use all three.
