you get the pokeblock case in some pokemon fan club. forgot which one at the moment .
and to catch rayquaza, you can do exactly what i did with kyogre: first get him really weak, and preferably paralyzed or sleeping, and then stall for many turns (make sure he doesn't rest though). when you feel it's been long enough, use a timer ball on him (did i mention to buy some of those)
